The purpose of this phase is to develop in-depth the scope and execution plans of the selected option (Conceptual Engineering). It consists of the definition of the arrangements, designs and general specifications, material and energy balances, Piping Diagrams, and equipment, among others, which are prepared based on the design and technology concepts that were selected during the conceptual engineering phase. The specifications that are prepared for the quote of equipment, define the requirements for services and construction or manufacturing.

- Topographic Studies and Soil Studies.
- Implementation Plans (Layout).

- Class III cost estimation (± 20%).
- Preparation of Terms of Reference or Competition Rules.
- Preparation of packages for bidding.
- Technical evaluation of offers.
In Basic Engineering, all the user's operational requirements, the basic specifications, the completion schedule, and the economic valuation will be definitively reflected. Basic Engineering is developed in two stages: the first consists of collecting data and developing user requirements and in the second the rest of the work described above is carried out. The approval of this engineering establishes a solid foundation for the subsequent development of the detailed engineering.
